The Recipient Requirement Controls the Structure

A request for “POF” can mean very different things. Before execution, we establish whether the recipient requires a signed bank letter, authenticated SWIFT traffic, specific beneficiary wording, a stated validity period, bank coordinates or a defined verification protocol.

Procedure

  1. Submit the transaction: amount, purpose, parties and jurisdiction.
  2. Provide the POF requirement: recipient wording, checklist or SWIFT procedure.
  3. Complete compliance: KYC, AML, sanctions and underlying-transaction review.
  4. Confirm the banking route: format, issuer parameters and verification mechanics.
  5. Coordinate issuance: approved letter or bank-to-bank message is released under the agreed procedure.

Follow the recipient's written procedure. If they have only requested “POF,” obtain the exact acceptable format, required wording and verification method before issuance. Financely can review the procedure before the banking route is selected.
We review recipient wording line by line. Final text remains subject to issuer compliance and banking policy. Language creating an unintended payment undertaking, guarantee, blocked-funds representation or false statement will require amendment.
Standard POF, MT799, MT199 and BCL procedures do not automatically create a blocked-funds arrangement. Any requirement for earmarking, reservation, encumbrance or account control must be disclosed at the outset and structured separately.
Yes, subject to the agreed route. SWIFT messages travel through authenticated bank-to-bank channels. Bank letters follow the issuer's permitted verification procedure. Recipient and beneficiary-bank details should therefore be supplied before issuance.
MT799 is an authenticated free-format SWIFT message. Payment obligations arise from the underlying facility or instrument and its operative wording. Where the transaction requires an LC, SBLC or bank guarantee, that requirement should be structured accordingly.
Services start at US$10,000. The first-stage RFQ review fee is US$500 and is applied toward the engagement fee where the mandate proceeds. Final pricing depends on amount, jurisdiction, format, banking route and recipient requirements.
