Documents Required to Get a Driver License in Miami
A first-time Florida Class E license application in Miami comes down to four stacks of paper. You need one document that proves your identity, one that shows your full Social Security number, two separate documents that prove your Florida residential address, and a certificate for the driver education course the state requires before you can test. Florida issues only REAL ID compliant credentials, so those categories are set by federal rules and every office in Miami-Dade applies them the same way.
The list changes once you add age and immigration status to the picture. A 16-year-old from Kendall, a green card holder in Hialeah, and an F-1 student at FIU walk into the same office with three different folders. The sections below break the paperwork down by situation so you make one trip instead of three.
Documents required for a Florida Class E license in Miami
Every original Class E applicant in Miami-Dade submits documents from four categories at the counter. Proof of identity, proof of Social Security number, two proofs of Florida residential address, and proof that you finished the required driver education course. Nothing on that list can be substituted with a verbal explanation, and the clerk cannot waive a category.

Lease, deed, utility bill, bank statement, vehicle registration
Two, from different sources
Driver education
TLSAE certificate (18 and older) or DETS certificate (under 18)
One
That table covers an adult US citizen applying for the first time. Anyone under 18 adds parental forms and a driving experience log. Anyone who is not a US citizen replaces the birth certificate with a passport plus a Department of Homeland Security document. Both cases are covered further down.
Primary identity documents accepted by Florida
Florida accepts an original certified birth certificate or a valid United States passport as your primary identity document. One of the two is enough, and most applicants find the passport faster because it also settles any question about name spelling.
The birth certificate has to be the state-issued version from the Bureau of Vital Statistics or a certified state copy. Hospital souvenir certificates, the ones with the footprints, are not accepted. Neither are photocopies, scans, or a photo saved on your phone.
Accepted primary identity documents include:
Original certified birth certificate issued by a US state or territory
Valid US passport or passport card
Certificate of Naturalization
Certificate of Citizenship
Consular Report of Birth Abroad
Not accepted:
Hospital birth certificate
Photocopy or scan of a birth certificate
Expired US passport
What to do if your birth certificate is not in English
A birth certificate issued in Spanish, Portuguese, Creole, or Russian needs a certified English translation before an office in Miami will process it. In practice, most applicants skip the translation entirely and bring a valid passport instead, which the office reads without any additional paperwork. If you were born abroad to US citizen parents, the Consular Report of Birth Abroad does the same job.
Proof of Social Security number in Miami
You need one document that shows your full name together with your complete Social Security number. The physical card is the obvious choice, but Florida also accepts tax and payroll documents, which helps if the card is buried in a box from your last move.
Documents that satisfy the SSN requirement:
Original Social Security card
W-2 form, printed rather than handwritten
1099 form, printed rather than handwritten
Printed pay stub showing the full number
Applying without a Social Security number in Florida
If you are not eligible for a Social Security number, you need a Letter of Ineligibility from the Social Security Administration, submitted together with your identity documents. This affects a meaningful share of Miami applicants on dependent and short-term visa categories.
Request the letter before you book anything else. The Social Security office issues it in person, and the trip adds a week or two to your timeline. Nobody at a driver license counter can generate it for you.
Two proofs of Florida residential address and the 60-day rule
Florida requires two different documents showing your name and your current Florida residential address, and the two have to come from different sources. Two utility bills from the same power company count as one source, not two. Printouts and faxed copies are acceptable here, which is the one place the state relaxes its originals rule.
Several document types also carry a freshness requirement. Your current driver license or ID card cannot be used as address proof, and out-of-state or US territory addresses are no longer accepted for anyone applying for a Florida Class E license or ID card.

Proving your address when the bills are not in your name
Applicants who live with family or rent a room can still qualify through a Certification of Address form. The person you live with signs the form and supplies their own address documents to back it up. This is the standard path for teenagers, recent arrivals, and anyone subletting in Brickell or Little Havana where the lease sits under someone else's name.
Download and print the Certification of Address form before your visit.
Have the resident sign it and gather two of their own address documents.
Bring both sets to the office together, since the affidavit alone does nothing.
Course certificate required before your first Florida license
Florida requires first-time drivers to finish a state-approved education course before they can take the Class E Knowledge Exam. The course you take depends on your age on the day you apply.

18 and older
TLSAE, Traffic Law and Substance Abuse Education
4 hours
Provider transmits completion to FLHSMV
The six-hour DETS requirement took effect on August 1, 2025 and applies to every minor seeking a first Florida license. It replaced the shorter drug and alcohol course teens used to take and covers hazard recognition and defensive driving in more depth.
Approved providers report your completion electronically, usually within one business day. Bring the printed certificate anyway. Records occasionally lag, and a piece of paper in your hand settles the question in thirty seconds instead of sending you home.
Additional documents required for applicants under 18 in Miami
Minors submit three documents on top of the standard four categories. All three trip up families regularly, usually because a parent assumed a signature at the kitchen table was enough.
Parental Consent Form.
Unmarried minors need a consent form signed by a parent or legal guardian. The signature has to be notarized, or the parent has to sign it in front of the office staff.
Parent Proctoring Form.
If the teen took the Class E Knowledge Exam online, a parent or guardian signs a separate form confirming they supervised the exam.
Certification of Minor Driving Experience.
A parent certifies that the teen completed at least 50 hours of supervised driving, including 10 hours at night.
Minors also have to hold the learner permit for at least 12 months or until their 18th birthday, whichever comes first. Families who plan around the school calendar tend to apply for the permit the week a teen turns 15 for exactly this reason. Keep a written practice log during those twelve months, because reconstructing 50 hours from memory the night before the appointment is how honest paperwork turns into guesswork.
Documents required for non-US citizens applying in Miami
Non-citizens replace the birth certificate with a valid passport plus a Department of Homeland Security document establishing legal status. Everything else on the standard list still applies, including the two address documents and the course certificate.
Two rules catch people off guard. Documents must be valid for more than 30 days from the date of issuance, and the license itself is issued for the period specified on your USCIS document, up to a maximum of four years. If your work authorization expires in fourteen months, your Florida license expires in fourteen months.
Non-citizens applying for an original license also receive a 60-day temporary paper permit without a photo, along with a receipt. Once identity and legal status verification clears, the actual card is printed and mailed to the address on your driver record within 60 days. Plan for that gap if you need a photo ID for anything else during that window.

Documents for F-1 and J-1 students in Miami

Printed I-94 arrival and departure record
I-20 for F-1 students or DS-2019 for J-1 students
Two Florida address documents, which for dorm residents usually means a housing agreement plus a bank statement
Apply after your SEVIS record shows active status. A pending record produces a verification failure that no amount of paperwork at the counter will fix.
Documents for asylum applicants, refugees, and parolees in Florida
Humanitarian categories carry their own document combinations, and each one pairs a status document with a valid passport.
I-571 refugee travel document with a valid passport
I-512 parole letter with a valid passport
Immigration judge's order granting asylum or cancellation of removal, with a valid passport
Bring originals. Copies of immigration documents are not accepted, and staff cannot verify status from a photograph of a document.
Documents needed if you hold a foreign driver license
Florida does not exchange foreign driver licenses for a Class E credential. Drivers who learned in Caracas, Bogota, Havana, Sao Paulo, Buenos Aires, Kyiv, or Moscow go through the full process, including the education course, the knowledge exam, and the driving skills test. There is no reciprocity agreement that shortcuts it, regardless of how many years you have been driving.
An International Driving Permit does not change this. It functions as a translation of your home license and carries no independent authority in Florida. Once you establish residency here, it stops covering you. The practical sequence is to finish the TLSAE course first, schedule the knowledge exam, then move to the road test. Experienced drivers usually pass the skills test on the first attempt after a short refresher, since the gap is rarely car control and almost always the specific maneuvers Florida examiners score. Our team at driving school Miami walks foreign-licensed drivers through that sequence every week.
Documents you must bring for the Class E Knowledge Exam
For the knowledge exam you need proof of identity and confirmation that your course is on file. Adults cannot take the Class E Knowledge Exam online in Florida. Only drivers under 18 may take the permit test online under parent supervision, which is why the Parent Proctoring Form exists.
Bring the following:
Your primary identity document
Your course completion certificate
Parental consent forms if you are under 18
The exam is administered at a driver license service center, a driver license exam provider, or an authorized third-party administrator. Third-party administrators generally have shorter waits than county offices, which matters in Miami-Dade more than in most Florida counties.
Documents and vehicle paperwork required for the driving skills test
The road test has two document sets, one for you and one for the car. Missing either one ends the appointment before it starts, and the examiner has no discretion here.
Driver documents:
Valid Florida learner permit
Certification of Minor Driving Experience if you are under 18
Your appointment confirmation
Vehicle documents and condition:
Current vehicle registration
Proof of full insurance coverage
Valid license plate
A car that passes a quick safety inspection covering lights, brakes, horn, mirrors, seat belts, and turn signals
The vehicle has to be fully insured with valid plates, and it goes through that safety check before the examiner will begin the test. Applicants who borrow a car from a friend often discover at the curb that a brake light is out or the registration expired last month.
If you do not have a car that qualifies, a school vehicle solves both problems at once, since it arrives insured, registered, and already inspected. Students who book cheap driving lessons Miami
usually take the test in the same car they trained in, which removes the unfamiliar-vehicle variable on test day.

Fees you pay when you submit your documents
The original Class E license fee is $48.00. Offices operated by the Tax Collector add a $6.25 service fee, bringing the counter total to $54.25 for most Miami-Dade applicants. Veterans who have previously provided evidence of veteran status are exempt from the $6.25 charge.

Document mistakes that send Miami applicants home
Two address documents from one source.
Two bills from the same utility count once. Pull from different categories, such as a lease plus a bank statement.
An expired utility bill.
Utility bills, bank statements, and payment booklets have to be dated within the last 60 days. A February bill in August is worthless.
Using a driver license as address proof.
Your current license or ID card cannot serve as one of the two address documents, and this surprises transfers from other states constantly.
A photocopied birth certificate.
Identity documents must be originals or certified copies. Order a certified copy weeks ahead if yours is missing.
An unsigned or unnotarized parental consent form.
A parent signature written at home without a notary does not count unless the parent appears in person.
A USCIS document expiring within 30 days.
Documents must be valid for more than 30 days from issuance, and a near-expiry document stops the application.

Frequently asked questions
Can I use a photo of my document on my phone in a Miami driver license office?
No. Identity and legal status documents must be presented as originals or certified copies. Address documents are the only category where printouts are accepted, and even those need to be on paper.
Does Florida accept a hospital birth certificate?
No. The souvenir certificate issued by a hospital is not a legal identity document. You need the state-issued certificate from the Bureau of Vital Statistics or a certified state copy.
How recent do my two address documents need to be?
Utility bills, bank statements, automobile payment booklets, and Selective Service cards must be dated within the last 60 days. Leases, deeds, and Florida vehicle registrations do not carry that restriction.
